I've read that upscaling 1080p to 2160p (4k) resolution looks decent because one pixel outputted by the video card is stretched by an even number and displayed at the monitor's resolution. Would upscaling 720p to a 1440p display produce the same effect?

720p movies/vids look great on my 1440p display. And yes, its because 2:1 pixel mapping is perfect fit, as well as 4:1 for 1080p and 2160p. Having said that, I have no complaints with 1080p to 1440p despite uneven pixel scaling, but I am sure you will find variations on this depending on quality of monitors or GPUs scalar.

You might notice the screen look a bit like it has weak and poor AA being applied. You'd think a pixel would just be duplicated x4 but that's not always the case with upscaling.
