I ordered some parts from FrozenCPU last weekend, supposed to be delivered yesterday. Leave work a few minutes early to go home and get the package from the apt office. they don't have one. UPS hasn't updated the tracking info. Finally at 7:01 it's updated.

I was home at 7:00, no one knocked on my door. now the package is being sent back to FrozenCPU. I called UPS, they didn't have any detail on what the damage was. Only the driver decided the package was damaged and couldn't be delivered.

Is there any way to get UPS to pay for faster shipping when FrozenCPU sends me the items the 2nd time?
What kind of documentation does UPS keep on damage reports?
how badly damaged does a package have to be for a driver to refuse to deliver it?
and why can't the loaders say hey this package is damaged, it needs to go back?
