If the local UPS center received my package at 1:00pm today, would they send it out for delivery today or will i have to wait until tomorrow?
 
they load the trucks in the morning as far as I know, so you'll be waiting for tomorrow, or you can go pick it up...unless they're closed.

No way it's going out for delievery at 104PM unless it was a misload.

Drive over there and pick the damn thing up if its at a local center. That scan could be at a hub.

Is Harrisburg your nearest UPS delivery center?

Usually if it's being delivered today it will say "Out For Delivery", not "In-Transit".

Sounds like you'll get it tomorrow...
 
it seems like it is at the hub for your area. you might not be able to go and pick it up. Check with UPS.
 
The general policy is to deliver first then you are able to pick it up

I believe your package has one more trip to the delivery facility. Tell me if i'm wrong 😛
