I have an APC smart UPS 1400 SU1400NET Battery Backup but it won't turn on. I'm wondering if the battery pack has anything to do with it or if it's just broken. Anyone have any experience with these? I just hung up the phone waiting for APC tech support (on hold for like 30 minutes) so I thought I would ask in here.

My guess is that it's broken. If the batteries were just dead, it should give you an alarm for "low battery". But since it won't come on, I'm thinking it's broke.
 
I have the same UPS, and there is an indicator that tells you if the battery is bad. If the entire front-panel does not display anything (i.e. LEDs do not light), take a look at the rear-panel and see if the "site wiring fault" indicator is on. If neither of these solves the problem, be sure that the battery is connected internally. 😉
