UPS constantly turning on/off every 2 seconds

The batteries in it are likely bad.

You can buy some new batteries and replace them yourself, or buy a new unit. You can see the price of the replacement batteries on places like Amazon or Interstate Batteries (and many other sites, but those are the two off the top of my head).

and a 650va ups is overkill for what I need it for, which is just to keep my small internet router alive so I have wifi incase of a power outage.
the 650va I was using was because I had lying around.
 
Unless the UPS is an enterprise class product priced above $1K and the replacement battery is less than half of the cost of a new one, just replace the entire product.
You have to account for the microchips being worked every single day, trying to keep battery juice floating above the level of completely dead. Sensors regulate flow with circuits constantly to keep the product alive, 24/7.

In the consumer/SMB market, APC is a more aggressive brand, overall, compared to Cyberpower; but at the end of the day, they both do the same thing.
 
Remove battery and check with multimeter, will help confirm if it's indeed a bad battery. Should read like 12.7v give or take. If it's like 11ish it's most likely got a bad cell or something.
