UPS...APC or another brand?

I am looking for a UPS for my computer. I am not the most concerned with runtime as I dont have many power outages, but rather very bad voltage. I would like maybe 10 minutes or so. From what I understand most UPS constantly run off the battery and constantly recharge it, is this true? I currently have a 19" monitor that I would like to hook to it and my computer has a 350W power supply. Would I have to get a UPS rated for 350W + what ever the monitor uses? Does anyone have any experience with any of the other brands besides APC such as Belkin? I would like to keep it as cheap as possible.

APC is pretty much the tried and true UPS. You will need a larger UPS due to that monitor as they suck the most power of anything. I'm pretty sure than you don't constantly draw off the battery but rather the battery is on a trickle charge all the time and the power your computer needs is let right through as long as it is available.
 
I've been an avid APC fan but after having two go out shortly after the warranty expired I now by the cheapest name brand I can find.

They do not run off the battery as you might think.

An APC Backoffice 500 will run my system for about 8 minutes.
