Uploading at 1kB/s slows down network

We have cable internet shared through a router. We are both wired to it and we have a 3000kbps down/400kbps up bandwidth service. When I have torrents going annd uploading at around 15kB/s no one, including two other roomates with wireless computers notice any speed difference. When my hardwired roomate uploads at 1kB/s we can barely load webpages or they wont even load at all. I couldn't even finish dslreports speed test.

This happened before but he recently formatted his laptop and I have no idea what the problem could be.
 
Maybe he is accepting too many connections? (Try to decrease the maximum connections setting on the bittorrent client)
