Upload/ Download Speeds

Is there a way to give my download's precedent over my uploads.. Like limit the upload speed when downloads are in progress...
 
uhh.. AFAIK uploads and downloads are on compleatly independant of each other so decreasing one would not help the other.

What I would like is a way to give different downloads different precedence.
 
Shalmanese is correct, most (all?) modern connections are duplex capable, ie the down- and upstream are independent. I downloaded at 7 and uploaded at 4 kps on Napster some days ago - my limit is 8 kps (64kbaud, sucks, I know).
 
If uploads and downloads are on completely independent of each other why is it than when I am downloading a file at 64KBS once I start uploading a file at 12KBS my download speed tanks down to about 20KBS?????????????????
