Upload/Download Question

Hello everyone. I've been switched from dial-up to Cable for about a month and a half. I have noticed that my uploads are MUCH faster than my
downloads. My plan is 2048kilobits down(max 256 kilobytes)/256 kilobits up and if I'm running WinMX the people who are downloading can max it out at about 28 or 29k a second.
My download speeds, on the other hand, are horrible. I have a cousin who lives in Indianapolis whose "average" download rate is 112KB per second.
Mine usually averages 8 to 15KB per second on downloads. At night, it's AWFUL. If I try to play UT at night, I get modem pings of around 250 or so. If I
play really late or early I might see pings as low as 150 or so. I do know that Charter in my area serves a 5 city region(at least) out of one office. I would
think that this idea is CRAZY and that they should have servers at each office location(there is an office in my city but no servers that I'm aware of). Anyways,
I've been told to be patient because these network setups take time to get all of the bugs out. Ok, I've babbled long enuff about all of this stuff. My actual question is about
whether or not upload speed affects download speed. Sometimes if I'm downloading something on WinMX, I'll have a 7 or 8k transfer going on and someone will hook onto me
for an upload at 15 or 20k a second and the speed drops from 7-8k to 2-3k. Perhaps it is just other people connecting to the person that I'm downloading from. I was just
curious about this and wondered what some of you had to say. I wouldn't THINK that uploads would affect download speeds but I suppose it is definitely possible.
