Upgrading Win7 on a preinstalled machine?

If I have a license for Win7 Enterprise, would I be able to do an anytime upgrade of an OS (home premium) that is installed OEM from a vendor like HP or dell or would I have to just reinstall Windows in that case?
 
Wim 7 Enterprsie is a special edition sold under Volume license to businesses.

It can Not be used as an Upgrade to any other version of Windows.
