Upgrading processors

I'm putting together a pc for my dad for christmas using some old parts I had and adding a newer processor and memory. I had a 1.2 ghz tbird in a machine before with the epox 8k7a. I bought a 2000 xp processor with 256mb of pc2100 kingston ram. The onboard leds never change, they just stay at FF and the machine won't POST. I tried putting my old 1 ghz in the machine and flashing the bios. With the old processor I was able to complete the flash successfully. When I put the new processor in, All the fans spin, but nothing comes on the montor. I know I didn't screw up the flash, because I had the same symptoms before I flashed it as I do after with the new processor.
I tried reseating all connections, ram, video card. Tried a pci video card. Unplugged power from everything. Removed cmos battery, cleared cmos. Made sure all dips and jumpers are at default levels. I also made it 133/12.5 with same symptoms. Is the processor bad? Or maybe just some other thing with the board I need to set? Any help appreciated.
 
The board supports up to 2200 xp. I've seen people using 2400 and 2600 also. I do not have another computer to try this processor out on. Any more thoughts.
