Upgrading Picasa Webalbums account?

I seem to recall that Google used to have an option to upgrade your Picasa account to 6gb for $25 per year. Where has this option gone? A quick googling shows that I'm not the only one to notice it's gone but I can't find any official word from Google and these posts were from July. Any idea what has happened? Should I get rid of my Picasa account and move onto a different web album?
 
still there just a bit buried maybe. login to your account, click settings, at the very bottom will be a link offering you more storage and pricing
 
Hhmm, not there. Some further Googling reveals that upgrades are only available to US citizens. I've always been a huge fan of Google but this annoys me greatly.
