What I don't need is:

Power supply
drives and I need 6 SATA connections
video card (I'll stick with my 1070 for now

So..

New motherboard, CPU, memory.

I would have loved to gotten a high bandwidth PCI5 but whatever.

Thoughts?

I'm late, and perhaps also early.

You may have already gotten what you need, but there's a new ~$200 MOBO about to release that looks like it'll be a great option.

That would be the MSI X570 Tomahawk, not to be confused with the B450 versions.
Looks like it'll have all the features, such as an excellent VRM, 2.5gb Ethernet, and PCIE-4 (better than 3, not as good as 5)

Then add 2x16GB DDR4 3600 16-19-19-39 for $150-175

If you really want to spend $1k on just these 3 parts, then the 3900x or 3950x seems the logical choice for CPU ($400-750).
