upgrading hardware should i reformat?

when should upgrading hardware warrant a reformat/reinstall?

mother board yes of course..

but how bout just a video card
or ram
or adding 2nd dvd disc drive
or adding 2nd internal hard driver

Others should not need it, providing the 2nd hard drive will just be for storage.

You shouldnt reload unless you are changing a mobo, pretty much anything else can deal.

Everything you mentioned & even adding things like
USB card or modem or another disc controller card,
do not require a reload. Only in the event of a
mobo as the chip set usually changes & you need
all the new drivers for it.

Like others have said, except that I have seen stuff online about not doing a new install of Windows with a new mobo. It's been done, but I wouldn't try it, myself.
