I rarely play games.

For the sake of general system responsiveness and business applications, is it worth upgrading from Intel 2.6 to AMD 3500+?

If all you do is use the internet, check email, and do office stuff, then you won't see any difference from going from a P4 3.6 to an A64 3500. Especially if the P4 has hyperthreading.

Are you having problems with "responsiveness" at the moment? I would think your system would be plenty fast.

Not likely. You'd see a difference in gaming but since you're not a gamer you'd be wasting money.

defrag and run ccleaner
what os? if w2k or xp go to blackviper.com and but your os on a diet

If that's what the OP is doing, I doubt that even HT makes any difference.

Another vote for: Run that machine into the ground, buy a new one later. ;)

If it's a 2.6 as you say, you might notice a difference in responsiveness.
But the difference between high-end processors only really becomes apparent when you stress them.

If all you do are basic things such as ms office, email, internet, etc, you will not benefit at all. If you do anything more complicated or CPU intensive (gaming, encoding, etc) there will be a huge difference. You may want to just invest in a better Hard drive or more RAM, as that will have more results than a faster CPU in general business apps and windows.

What are you full specs now?

For bussines applications , it's not worth it. The P4 2.6 can handle them easily, you could feel a faster system with the 3500+, but the real benefit is seen in intensive apps, which you won't be using.
