Upgrading a dell?

hi, my mom is looking into buying a dell and I noticed that the 4700 series has an open pci-e x16 slot. Sounds good but I have a few questions.

1. would the powersupply in the dell be powerful enough/high enough quality to run a card like a 6800GT?

2. if so would the dell have the correct power connection to the card itself?

3. if the powersupply is too small would I be able to buy a new one and replace it? would it work?

4. is the processor in the dell upgradeable?

5. if so what type of socket does it use?

6. how soon will the sub 3.4 ghz P4's be obsolete? would, say a 3.0ghz, bottle neck a card like the 6800gt?

if the dell is the bad choice, please point me to a computer with either an open AGP or pci-e slot, running on an AMD 64, or P4 platform around the $900 range.

EDIT: I cannont build myself because my mother doesnt trust that I have the skills to put one together and keep it as stable as a dell would be, so please dont recommend that.

1/2) yes it would have the correct connector. dont know about how much power it can provide though
3) PC Power & Cooling (who make the best power supplies around, although a bit expensive) make a replacement, but it is NOT standart ATX
4) In Dell machines I have used before, they are upgradeable. I am pretty sure that the new ones are as well.
5) Seeing that it uses DDR2, it would be "Socket T" ie LGA775
6) Almost any current processor bottlenecks a 6800GT. If you feel like upgrading later, it would make some sense to get a 3.0C (or something like that) now and then upgrade it to a dual-core or whatever Intel comes out with next on LGA 775. Also, you could upgrade the video card at any time, although you will likely need the PC Power & Cooling PSU.

couldnt I just go with something like an Antec true480? that should work in it right? could you link me to where I can buy one of these PC Power & Cooling replacement PSUs?

SHE wants a dell, I want something that will play games at decent speeds. the 4700 is what I came up with.

EDIT: found the pc power and cooling site, they do not list a PSU for the 4700.

dell power supplies are normally good quality. It should be enough for the GT
