Question Upgraded and now my computer is slow and cpu/gpu utilization is low!

So I have an Intel 4770k and I upgraded to an Amd 2700k. This is a move from 4 to 8 cores. I also upgraded mother boards and ram from ddr3-1600 to ddr4-3200. I have kept the same HP 1080 GTX. Now, my computer has become slow.

It's most noticeable in Overwatch which is the only game I play but I can notice the slowdown in regular windows also. The cursor draws slow and seems laggy and windows don't repaint as fast. I didn't reinstall windows when I upgraded though.

Attached is a screenshot of taskmanager while playing overwatch. My fps has dropped from a steady 59 to down to ~35 during heavy action. The weird thing is you will notice that cpu usage and gpu usage are really low. The gpu usage doesn't even make sense. Even running at the slower rate it is, usage should be much more than 5%. On the cpu side it seems like it's stuck in single processor mode. Overwatch's cpu usage never tops 11%. Temps seem fine - cpu temp is usually around 45 but it spikes up to 55c somtimes. Max gpu temp is 47c.

I tried running 3dmark and Time Spy was able to get ~5% gpu utilization with a score of about ~7700 but Fire Strike was able to reach 99% gpu utilization with a score of ~22000.

I tried downgrading from the newest nvidia driver to a lower version but that didn't help. I then deleted the nvidia driver entirely which caused the stock Windows driver to be installed but that didn't help either.

I updated bios and installed chipset drivers with no change.

I am using Windows 10 Version 10.0.17763.805.

Now I tried running fortnite for the first time and it seemed to run fine. 100% gpu utilization

Given how sensitive Win10 on Ryzen is to power-management issues in terms of CPU performance, don't you think that you should grab a new SSD and do a fresh test install of Win10, to start with.

If that's still slow, THEN we'll talk.

I reinstalled windows and that did the trick. Thanks guys! I just hate re-installing windows since it takes so long to re-install my apps. Also, I just re-installed windows about a month ago when I moved to an nvme so I having to do it over again sucks. Btw, windows still doesn't report gpu usage right at all.
