Would it benificial and very noticable to go from the following configuration:

Dell Dimension E521 Mini Tower desktop
AMD Athlon 64X2 Dual Core 3800+
2048M DDR2 RAM (DDR2 PC2-5400 667MHZ
160G SATA hard drive
16X DVD+-RW double layer CD/DVD burner drive,
EVGA 7600GT 256MB
19" Gateway FPD1960 8ms LCD with DVI 1280 × 1024 (native)
Vista Home Basic / XP Professional

to the following configuration:

Maybe. I wouldn't go for new ram, it's not worth the extra cost, but I'd go with the new proc if you can find a good deal. It really depends on what you're doing. If you're gaming, a better vid card would probably be best, but if you're doing more CPU intensive tasks, the 4600 would be a good upgrade
 
what about $125 in store for a 4600+?

How can I tell if mine is a regualr AM2 or an "Energy Efficient" chip - Fry's has these sectioned off that way.

Not sure but I think the "Energy Efficient" chip is the 65nm "Brisbane" cores instead of the 90nm Windsor.

I have the 90nm Socket AM2 940 Windsor - not the "Energy Efficient" chip is it?
 
Personally, for the $125 difference in CPU/RAM, I would stick with the original config and dump that cash into a video card upgrade. You could roughly double your system performance in gaming from a 7600gt up to an 8800gts.
 
I am happy with my 7600GT for playing these games, so I don't think I will be trading that in anytime soon.
