upgrade question, please help

Sorry if this seems like a silly question, but I don't know much about processors. I currently have a desktop computer with an AMD athlon x2 5000 dual-core processor. I'm looking at getting a new computer that has the Intel i3-4025U. Would this be an upgrade?

My current computer still works but it's getting outdated. I'm still running Vista and want to take advantage of the free windows 10 upgrade and am getting a deal within my budget for the new computer if it's worth it.

A little about my computer habits. I'm not a gamer. I use the computer for web surfing, video watching, etc. I do some blog writing and use word and do some office work.

You do know that there is no free upgrade to Windows 10 for Vista users, right? That offer is only for Windows 7 and Windows 8.0/8.1 users.
 
Escrow - It is a desktop but it's less than $350 and I don't know anything about building my own computer.

Larry - Yes, that's why I can't just upgrade the computer I have now and why I'm considering the new one and going ahead and upgrading. The new one comes with windows 7 and from what I understand I can upgrade to windows 10 from there.

I apologize if I wasn't more clear.
 
I've never heard of a desktop with a 4025U processor in it...that chip sounds like a 15W mobile Core i3 if anything.

Yes. Desktops with "U" chips are curious things. The only one that I am familiar with is the Lenovo Q190 mini-PC / book-size PC.

Is this a mini-PC that you are considering, OP?

Btw, building a PC isn't hard, if you are at all a little bit mechanically and technically inclined.
