Upgrade question (AT&T)

So I'd like to buy a new iphone for my brother, but he is on a different plan than I am. His free upgrade is already used. However, I have a free upgrade on my plan, and am wondering if I can use the upgrade on that line and give the phone to him. And then use his iphone on the line I've just upgraded. Any ideas? Thanks!

Tl;dr: want to use my upgrade to get a phone for someone on another plan who's upgrade has already been used, then take their phone and use it on the line I've just used the upgrade on.
 
It's ATT (GSM), just get the new phone and change the SIM cards. No store needed.

Clearly someone who's never done this with an iPhone.

They HAVE to activate the SIM card in the phone when you buy your phone. So if you go to the Apple store, the SIM he has in his phone will deactivate the moment he buys the 5S on his line. Being in an AT&T store, they can circumvent this entirely or you'll at least be in a place to get an immediate replacement for his current phone.

Ooo, you are right since I assume he will be going from microSIM to nanoSIM if he gets the 5s or 5c.
