Upgrade or rebuild a new pc?

which chip should last longer? E6300 or x2 3800? I know both of those chip will blow my 3000xp out of the water 100 of miles away. But in twerm of staying power, which would be better?

one mroe question, what kind of effect will the pci e x4 affect to n high end card such as x 1900?
