upgrade memory won't boot

Trying to add some life to my old system. Current setup is:
gigabyte 8IEXP mobo (socket 478)
P4 1.8ghz overclocked FSB to 113 at 1.625 volts.
corsair pc 3000 512mb cl2

I just purchased 2GB of corsair DDR PC 3200 cl2. I took out the old ram, plugged in the new sticks, powered on and got a lot of beeping but no boot to BIOS. Then I tried with just one stick of the new ram, no luck.

Placed my old ram back in, reset my FSB to 100, turned off computer and tried replacing with one stick of new ram again. Same problem, lots of beeping, no boot to BIOS.

Am I missing something? According to this guide on newegg, pc3200 should work on my board:

There isn't much help in my mobo manual either.
 
What's the actual model number of the Corsair PC-3200 CL2 RAM? Perhaps it's actually sold as a manufacturer-sanctioned overclock, requiring higher-than-standard RAM voltage? The Corsair support forums (The Ram Guy) are excellent, so I'd try posting there.
