I have a 3600 ipaq that I recently dusted off. It still works decently but battery life seems weaker these days. Should I sink 50-100 getting a new battery or just buy a new pda? I've looked around and it seems like 4 years later, the 3600 is still a decent pda. :\

benchmarks on 3600

What do you want to use it for? It would be fine for all PIM tasks, music, plus AvantGo which is what I basically use mine for. The only thing you might want to upgrade to is a better screen.

yeah mainly for download content viewing. I found a good price on an upgraded 1600 mah battery for $40 so I am leaning towards that.

the screens are supposed to be better these days, but it's not a giant DSTN to TFT scale jumps. Are the new screens also reflective and usable with backlighting off?

The new ones are transflective. They look more rich and not washed out than reflective ones. If you compare side-by-side with the new iPAQs, you can really tell the difference.
