In 2015 I bought the GTX970 (Asus Strix), as it was the best VFM card back then. Following year, 2016, I upgraded my rest of the system, from i7 950 to 6700k, with a plan to upgrade the GPU to a 1070 later. But that didn't ever take. I have not played a single FPS games in last 2.5 years. But anyway, now i am slowly coming back to gaming, so I would like to change my GPU. I know that a GTX970 is considered not that good in late 2019, espeically with that 3.5 GB VRAM fiasco.
So my question herein is- Which card is considered the most VFM in this age? I don't live in the US. So the prices of GPUs here are much higher, and I have to consider the cards accordingly.
Just laying out some prices of different cards for reference-
Now that 2660 is absolutely at the edge of my budget, i.e. to say I really would not like to spend that much, unless its a significantly better card than the #1 and #2. There is a used market here, where users sell out their old GPUs for cheap (mostly those which were used for mining) and prices are more or less attractive there. Like a GTX 1070 can be found at INR 16-17k there (222 USD), a 1070 Ti for around 21-22k (290-300 USD), a 1080 for around 25k (350 USD) etc. Is there any point in considering these older gen. GPUs over the new gen. ones?
Some important points to note-
Overall the upgrade has to be a significant one for me to consider it, but as I see that anything is a decent upgrade from a GTX970 now.

Some important points to note-
- I would be playing the latest titles (Far Cry, Tomb Raider etc.) at 60 frames with maxing out graphics. Resolution is 1920x1200. Maybe I will upgrade to a 1440p after couple of years.
- The new GPU I will be using for at least 3 years.
- I have no idea about RTX features, but I did watch some Youtube videos on it, and it seems that feature suck a lot of frames outta games, so I don't care for it.
- The power efficiency of the model should be really good, I would really like it to be on the lower side compared to what I have now, i.e. the GTX970.
