Hi,

need to upgrade from g31 to p45 chipset... Can this be done without a reinstall of Windows XP and Windows 7?

Maybe. There's really no way to tell for sure until you actually do it. I haven't had to reinstall after switching from a P965 chipset, to a P35, to a P45, and now to a P43. If you get a good driver cleaner to clear out all your old drivers before you switch, you shouldn't have to
 
BACKUP first.
You can use Sysprep to migrate without an issue. Otherwise, a fresh install is always the best option.
