Upgrade for gaming.

I'm interested in upgrading my system within the next couple of weeks.

I'm in the United States. The purpose of the upgrade is faster PC gaming, especially 4K gaming. Typical games include Witcher 3 and Shadow of War.

CPU: i5-4460 3.2GHz (with 16GB system memory)
GPU: GTX 1070
Display: 4K TV @ 60Hz, no G-Sync or anything else like that.

Which part or parts should I upgrade? CPU, GPU, display, or something else?

My budget is $800, but I would like to spend less (especially if only marginal improvements are expected).
 
You are going to have to buy a 1080Ti for 4K for games like the Witcher 3. The last time I've checked those are like ~700 to $800 a piece, maybe more. 4K gaming is on the rather expensive side especially with AAA titles.
