Upgrade ATI or GeForce / NVIDIA?

Battle of GPU Transcoders: ATI Avivo Converter and NVIDIA Elemental Badaboom

I was reading the above article and began to wonder do I care if I do not do video editing? If I got the above feature, would it help me for just plain every day uses?

The PC that I am shopping for a video card is a Compaq SR5350F for my Mom.
I received a recommendation for both ATI and GeForce products. We intend to use a PCI E 16 slot for the card. (I'm not even sure I said that right.)

I missed the prices recommended. They went up 10 per cent. I checked out Ebay and saw GT 9300 at a similar price or a tad less. If any of you posted a card we can use on the For Sale or Trade section of this forum, I missed it. Sorry. I'm not sure how much difference there is in the GT 9x00 series. Mom still uses a standard CRT monitor with a VGA/dsub connector. With the suggested GT 9500, I would have to get an adapter for her monitor.

Questions:
Do I care about Avivo? Her PC has 2 Gig of 5300 memory.
Do I care if the Video card handles Avivo instead of the CPU?
Will some card handle Avivo and free up the CPU?

Do you have a preference between existing ATI and GeForce economical video cards? Why? Can someone tell me the difference between the GeForce GT and GTX series of video cards?
