Resolution? PSU?

I'd say Gtx460 768mb, anything higher he should get a faster Dual-core or a Quad core.
 
If his PSU and Case can handle it, then I recommend the Radeon 5830:

It uses more watts than I'd like (slightly more than 5850)... but that's the best performance for that price range by far. Expect around Radeon 4890 performance. Usually it hangs with the GTX 460 768mb as well. That's probably a good level of performance for 3.0GHz C2D before you start to get diminishing returns.
