Updating timestamps in Windows

Is there any way in Windows XP Pro/Server 2K3 to update the timestamp of a file via commandline? Something via batch or vbs would work? Basically I am looking for the Windows equivalent of touch.

You could use cygwin touch.

If you have Visual Studio installed I think there is some form of this command available (might even be called touch). Not positive though.

Other than that, the command doesn't exist in Windows.
