In the near future I will upgrading to a new processor and motherboard. My question is, should I reformat my C: drive and do a clean install of Windows?
Absolutely.
A motherboard has many many many devices on it that all need drivers.
You'll get a huge mess if you install new drivers for all those over top the old ones.
While a fresh install is preferred. In a crunch you go into the registry and delete the enum key under HKEY_Local Machine then shut down. Swap the mobo and windows will redetect all your devices.
You can do what he said, but I've switched mobo/cpus with Win95 and Win98 both, and they just detected the right thing right off the bat, without any problems in either of them, and no problems going back to the old hardware either.
