Unusual screen fade then restart loop

Hi

This is a question relating to a Saber guillotine/paper cutter at my place of employment, it has some kind of PC layout inside it and a touch screen on the front.

When it boots up, and I'm no PC expert, it starts scrolling through the text and gets so far, then from all four sides of the screen it quickly 'ices up' and fades into a totally white screen, then reboots itself to the same white screen ad infinitum until it's turned off.

It has been suggested that it's overheating and someone has tried applying thermal paste to a fan that sits over the CPU (Intel DX4 - verrrry old) but it made no difference. If it was overheating, wouldn't it just shut down??

Any suggestions would be helpful!!

I'll try and get a video next time it's turned on.
 
could be the monitor.or cable.video card.what are all your system spec. and welcome to the forums
 
Thanks for the replies. I can't find any model number on it, but I think it's running Windows 98. Anybody got the patience to help a pc n00b find out?? I think it's about 20 years old, if not older. That chip dates from about 1991 !!

Some specifics about what the lines say would be helpful. At this point I don't know if you are seeing Windows messages or from your specific application.

Before the problem started, did the computer load Windows 98 like you would see on a normal computer (well, would have seen back in the day)?
 
We're just finishing for the week here, but I'll try and get a video of it booting next week.

It doesn't boot to a Windows desktop, it has it's own software it boots straight into.

I've just found out it's a Saber 130 Paper Cutter.
