Unplanned outage notification tools?

I'm looking for a tool either web based or installed on individual workstations that could be used to alert for outages. These aren't automated outages, but rather someone inputs an outage and everyone is able to see it using this tool.

Anyone have ideas of what to look for? Currently the only thing we can think of is an RSS feed but we'd like to have something else where you'd just open a program, enter an outage, submit and everyone would be able to see it.

Actually, here's a question... is CA able to modify an RSS feed?

I never had the pleasure of taking training so don't know how far it goes, but if we could use the console to update our outages as something came in, that would be a good start. Does anyone know if that works?
