Seems to me it doesn't, unless you have an old chip (prior to week 39 of 2003).

Read below, I quoted from their article.
Please note, AMD is beginning to ship newer Athlon XPs locked from the factory and the Speed Strip fails to unlock them. There is an excellent article on this here that has a lot of useful information including how to identify if your processor is one that is affected. They also discuss possible work arounds. In the meantime, we are going to continue to look into this and will keep you posted.

I also note that the cpu in the link provided by the second poster was older than week 39 of 2003.
