I am upgrading my kid's computer. I was looking for a cheap socket a cpu for it as I haad all the other parts. I picked up an athlon 1700 (palimino) which turns out to be unlocked.
How do you set the multiplier for this CPU on an ECS 741 GS motherboard?
I know with a standard CPU, the multiplier is locked and you can only adjust the FSB.
I don't see any jumper on the mobo to do this? Would it be in the bios (I haven't assembled it yet) ?
What would the default multiplier be on an unlocked CPU?

Should be in the bios if there are no jumpers. You probably have to set it to some sort of "expert mode" first. Might be worded different on your board, or may not let you do it at all.
