Unknown file in temp folder

I'm using Win XP pro, when i browse to my temp folder under Documents and Settings\Yournameuser\Local Settings\Temp I see alot off this files that begin with ~DFxxxx.tmp. When I try to delete it all off them got deleted except one. I said that the file is in use. I cant rename, delete and move it. What is this file for?
 
If temp files aren't too big, I say forget about them unless you're really stressed for drive space. About once a month I go in my temp folders, sort by Date Modified, and only delete files that haven't been touched in more than a week.

Don't recognize that file name, though.
