Unknown feature of a chieftec case

I just bought a chieftec aluminum case and I don't know what one of the brackets is for. It is directly to the motherboard side of the case next to and under the lower HDD cage. It is made of the same purple plastic as the fan mounts. This bracket consists of six 1 inch oval rings, attached to the front wall of the case. They look like they line up with the PCI slots.

What is this for?? Thanks in advance?

 
There's also specialized cards used for scientific and industrial info gathering purposes from multiple sensor arrays which are that big.....
 
some of them are server cases. some RAID cards are very long. and then there are the specialized IO cards.
