Unknown Account - Samsung Galaxy View

So this lucky duck has the misfortune of having a Samsung Galaxy View brought into his shop because the old folks who own it did a factory reset and don't have a single clue what Google account it was attached too.
This is the current sitrep with this device: It boots and goings through the typical first time power up things (user agreements, wifi connection) but I can only go as far as the user account sign in. There is no way (on the screen) to bypass logging into the account that was on here before.
Gone through trying all of the accounts these people knew of, but no luck.

I got looking into how to bypass this and came across this site, downloaded and followed all the directions but again get stone walled at the need to sign in. I downloaded the utility FRP Unlocker, which from what I understand is what is suppose to bypass the sign in but doesn't appear to work unless USB debugging is turned on.

So does anyone have any helpful suggests?

I seriously had no idea a device could somehow be 'attached to' a Google account. (As in unable to work without using that account). Can't you just login with any Google account after a factory reset?

Or is this a specific sim card issue?

Unfortunately no. For "stuff" and giggles I tried signing in with my account but it says that I must sign in with the original account and bumps me back to the beginning of the account sign in screens.
This is the wording at the login screen:
Verify your account
Use your Google Account
This device was reset. To continue, sign in with a Google Account that was previously synced on this device.

Android essentially has a protection similar to Apple's for factory resets. Its called Factory Reset Protection (FRP).

Ahh gotcha. Never run into it because I've always signed out of phones I've sold.

Maybe a grandkid set up their phone using their own Google account? Maybe ask them who set it up for them at first.

Yeah, already ventured down that road, every account they have and their kids'. The only slight glimmer is that it may have been based on possibly their home phone number, but if I try the account recovery based off that one it only has the option to send a text to a land line. Which doesn't come through as text to speech.......

Wish I could find the paddle to navigate this creek
