Both are hard to find jobs in academia, truthfully. Of the two, polisci would likely hve more opportunity, depending on what your area is.

Please, please do not get an English PhD. If you get one, you will be forever talking about the latent political possibilities available within the scope of the font size and the paper size of a given novel--not to mention whatever the heck the book is about. If you care to contribute anything to the world, get a degree in Poli Sci. (Spoken as an aspiring PhD in Architecture, who was English undergrad).

Please check out the Chronicle of Higher Education (parts of it are available for free online as well) -- it will give you some idea of issues faced by aspiring academics in various fields and how to make good choices now that give you a better shot at a good position. The market is flooded with Ph.Ds and many do not find good academic posts, even in the sciences.
