Looks like brackets. Look at the copper base and the lip on the top and bottom of it. Looks like space for different adapter brackets to screw into. Especially since I doubt those 4 holes line up with any GPU mounting pattern.

I thought arcticooling's accelero line were universal. Guess not anymore.
