Unicode w/ BAT or CMD (or whatever)

Is it possible to use Unicode (mostly because of filenames) in BAT or CMD files? So far, all I'm getting is "'##e' is not a recognized as an internal... " where "##" seems to be garbage.

Does Perl support Unicode btw?
