UNexpected Dimming in Win 7-64

I have had this system for years. It is self-built, with an i7 4770k, 8GB RAM on a Gigabyte Z87X MB running Win 7-64 and an Acer KN242H display (no dGPU).

Recently the display randomly dims at startup. Occasionally it does this during a session. The cursor also dims, so it is not the OS saving power (I do not have that setting). I went into the display's settings (hardware), but it was all at full brightness. I've checked the cables. Nothing is loose.

Googling around, I found various users who have inadvertently triggered a laptop power-saving setting, but I run a desktop and do not have that setting, and the whole screen goes dim, cursor and all -- unlike the laptop dimming.

Workarounds:

1. Log off. When I log back on, the display is at full brightness.

2. Bring up Desktop and go to Context Menu > Display > Calibrate Color. Pressing the 2d Next brings everything back to full brightness.

It looks like a mysterious Windows glitch to me, but I am no expert. The dimming occurs randomly. Any clues?
 
The dimming is variable: sometimes I can barely see what is there. At other times I suspect it is dim. The workarounds are the same for both ab initio and during-use scenarios.
