If you are working a contract job and they decide not to hire you perm. or not to extend your contract, do you get unemployment or are you fucked?

you are not exactly fucked, when you took the contract job you probably considered the pros and cons and decided at the time that the job was right for you.

Depends on the contract. If it was temp to perm then probably not. If it was a 1 year and you got let go before then then probably so.

No idea about regular contracts, but I read that if you sign on with a temp agency, you are effed if you/they can't find you anything. You're considered between jobs, or waiting for your next contract by the unemployment office.

To be covered by Pennsylvania's Unemployment Compensation program, a worker must have performed services covered by the Pennsylvania Unemployment Compensation program and must have worked for an employer who was required or elected to pay into the fund.

Does your agency pay into that fund?

Dunno, OP, but it's always blown my mind that actors in Hollywood were somehow able to draw unemployment between gigs.

I'm not sure. They are in Texas though, so most likely not.

Actually I would guess you can probably get unemployment. I used to work with someone that worked temp / contract jobs all of the time and would collect unemployment between gigs. This was Kansas / Missouri in the late 90s, but I don't think the laws have changed here at least.
