Understanding video cards that offer both VGA&DVI

Can anyone help me understand the video cards that come with both VGA and DVI plugs? I am totally lost in the shopping market. Are these cards limited to only using the VGA plug or DVI plug or if you have two monitors, can you use both plugs? Anyone that can help me understand this would be much appreciated.

You can use both, and with adapters you can use either as the other I believe (ie: VGA -> DVI converter or DVI -> VGA converter).
