Underpowered USB ports

I just bought a 2.5" (self-powered) portable hard drive from Seagate. Unfortunately this drive does not work with PC. The blue light on the drive is blinking, indicating that there's not enough power. I have plugged both USB connecter (power+data and power only) to the PC and also tried front and rear USB ports but it made no difference.

The Seagate drive works fine on my notebook. I know I can solve this issue by buying a powered USB hub but I hate cable clutter. I was wondering if the problem can be solved if I upgraded my PSU. Anyone upgraded their PSU and got more power on their USB ports?
