Underpowered PSU causing overheating?

I have an Athlon xp 2600 Barton core w 1 HD and 1 DVDRW drive, 2 case fans, and a 6600 GT AGP. My processor has alway run hot, (mid to high 60s F) and changing the clock multiplier or the FSB by even one increment makes my CPU temp shoot to the high 70s (not to mention making my comp unstable). I have read threads by people who have overclocked processors like mine to Athlon 3200+ speeds and still run in the mid 60s, with stock cooling no less. I have checked my heatsink/fan to see if it's properly seated and everything is in order in that department. I think that perhaps my 250 watt Comp USA PSU is to blame, but I haven't read anything about an underpowered PSU causing overheating, stability issues sure, but not overheating. I am getting a 480 W PSU soon but I'd like to know if anyone thinks that will solve my problem. I know my graphics card is an energy hog, but I hven't noticed any issues since upgrading from an ATI Radeon 9600 256 AGP. Any input would be appreciated.
 
My motherboard is an albatron based on the Via KT600 chipset, all chipset drivers are up to date
