Underclocking GPU with multi monitor setup?

I have crossfire 6950 and when im running 1 monitor the main gpu downclocks perfectly fine to 250/150Mhz Core/Mem, but when i enable my 2nd monitor it is constantly running at 450/1250 or 800/1250 and causes my idle temp to rise all the way to 59C.
GPU-Z reports the load as 0% but even so it is not underclocking itself down far enough.
Is there something im doing wrong or does it need to run at higher clocks to run a multi-monitor setup?
 
Both vendors keep clocks up to stop possible flicker. You can either underclock the card yourself or you can set both displays to an identical resolution.
