Yeah so I have an XFX 7900GT that black screens randomly both in regular Windows and when playing games. I'm thinking it is a heat issuse associated with the factory OCing it too high. SO is there a way to lower either the core or mem speed? Any recommendations on long-term fixes? I could RMA to back to Newegg becasue their support line is not all too helpful.

Well, a long-term fix to try would be to RMA it, as I would. However, there are a lot of programs out there that can adjust clock/mem frequencies. Hell, you can even just use coolbits and that should allow you to do whatever to your frequencies.

Absolutely no downside to trying the Coolbits tweak:

How to enable and use Coolbits

Not a bad idea to check if downclocking solves the problem. I bet it doesn't though, as overheating should not be an issue when not gaming, and you report the problem happens even then.
