Under-Volting an Intel MB?

When Clarkdale comes out I plan to get a mini-ITX S1156 MB, most likely an Intel. Does the Intel BIOS allow under-volting? If not, would either a Jetway or Zotac BIOS allow me to under-volt a Clarkdale?

Some educated guessing required here.
