Under/Overclocking a CPU *without* BIOS

My brother has this laptop which has a Desktop P4 2.6 in it and it always gets too hot so the CPU underclocks itself resulting in rather low framerates. I wanted to underclock the CPU so it doesn't get that hot, but the BIOS is the worst one I've ever seen and there are absolutely no FSB/ Multiplicator options. I looked for a BIOS update but there isn't one :-(
Is there any way to underclock the CPU using a program under Windows?

Anyway, try something like SETFSB or something, but I doubt you'll be able to find one specifically tailored to the motherboard in the laptop.

Also, try messing with the battery options. These are usually set to 'maximum battery life' by default, if you change to 'maximum performance,' I bet you'll notice a difference.

intel speedstep has nothing to do with the bios its in the enrgy saving setup.

Correct, but the desktop P4 has an internal ability to clock itself down when it starts to overheat, which is a royal pain.
