Undeleteable Folders?

There are two folders in my program files folder that I cant get rid of. One is called "xerox" with a sub folder called "nwwia." The other is "microsoft frontpage" with the sub folders "version3.0" and "bin." If I try to delete them I get "Can not delete bin/nwwia: it is being used by another person or program." There are no files in any of the folders and view hidden files and folders is on. They also have 0 bytes. Nothing shows up in the processes tab in task manager or in system configuration utility. The folders have the same creation date of regular system folders though...
What do I do?

I cant seem to do this either because there are no files in the directories and it just tells me file not found.
I think I was using the correct commands; del D:/progra~1/micros~1, but it wont delete them. Is third party software an option?
 
Have you tried booting into safe mode?

Also you will need to use RD to delete the directory

C:\program files> RD (Directory name)

You will have to delete everything out of the directory first using del. OR deltree should work, but I can't get it to work on XP...
 
You might have to turn off "Hide protected operating system files" also to view the files that it wouldn't let you see or delete.
 
I have the exact same folder that wont die...

I can delete it in safemode, but when I go back in normal mode it's back again?!?!

You still have front page personal web server running. kill it, then try again.
